Keiko, call me!

Toronto Community Housing Corporation CEO, Keiko Nakamura, has been asked to resign from her position, effective March 25, 2011. And, at first blush, it looks like she is due for a significant payout.
From reading the various news reports, it appears that interim managing director Case Ootes has effectively notified Nakamura of the termination of her employment. Given the factors often relied upon in wrongful dismissal litigation, it looks like the city will have to fork over a significant package to implement the TCHC leadership change and keep Nakamura quiet.
What if she resigns? Questions surrounding her severance package will still remain. It has been clearly established that a true resignation is always voluntary.
